In the United States, Part 15 of the FCC rules and regulations specifies that RF power amplifiers can only be used in a system which has obtained authorization. Such systems are granted an FCC Identifier, also known as an FCC ID number. This restricts the marketing and sales of amplifiers since they can only be used with the system configuration with which it was approved and not as a separate product.
